The current-period modeled included-line difference is $143.40; it is not a complete bill or promised saving. Separately, if Rio Rancho later establishes an 80-kgal WQA and the published $11.03 rate still applies, that WQA line would be $882.40 rather than $1,103.00—a separately timed $220.60 difference. Current use alone does not cause that later result, and the utility’s future window, timing, account decision, and then-applicable rate remain to be confirmed.
