The City of Coralville service-rate page publishes the current commercial water, residential-and-commercial sewer, and commercial stormwater formulas. A dated June 15 notice confirms City Council approval, the July 1 effective date, and the change to the late-fee basis.
The service page is undated, so this page records an August 4 retrieval date and uses the dated notice for timing. A May agenda packet contained draft ordinance language and is not used for a future escalator or final-rate claim.
Water change and budget driver
The FY2027 water base and flow rates begin July 1
Commercial water moves from $15 for the first 200 cubic feet and $2.25 per additional 100 cubic feet to $18.25 and $2.50. The City says this is the first of several anticipated annual increases.
The City attributes the change to increased operating costs, upcoming capital improvement projects, and debt repayment. Those are source facts about the rate decision, not proof that every commercial account has the same dollar increase.
Separate sewer block
Sewer uses its own first-200-cubic-foot amount and flow rate
The current service page lists residential and commercial sewer at $13.75 for the first 200 cubic feet and $4.40 for each additional 100 cubic feet. The source does not present sewer as part of the July 1 water-rate change.
Keep the two formulas separate in a worksheet. Multiplying all billed cubic feet by either flow rate would overstate the declared example because each line already includes its first 200 cubic feet in the base amount.

Commercial stormwater follows ERUs rather than metered volume
Commercial stormwater is $3 per account plus $1.40 per ERU, and Coralville defines one ERU as 3,440 square feet of impervious surface. The declared model uses 10 ERUs, producing a $17 monthly line in both columns.
Verify the actual account count, impervious area, and assigned ERUs. Lower water or sewer volume does not establish a lower stormwater fee.
Billing policy
The late fee now applies to the total utility bill
Until June 30, the City notice says the late fee was 10% of water fees. Beginning July 1, it is 10% of the total utility bill, a broader exposure when an account is past due.
That rule matters to controls and payment timing, but it does not belong in a paid-on-time water-use model and is not a line that Smart Valve can reduce.
